I have the honour to inform you

that on August 20th. last two Indian Constables who were

escorting treasure in the New Territories were set upon and

murdered by Chinese. Several persons were arrested in

connection with this crime of whom one was condemned to

death and executed, while the evidence pointed to the

fact that the prime instigator, who was also probably the

chief actual murderer - one Liang Tou had escaped over

the frontier into Chinese Territory. He was there arrested

by the Chinese Authorities and is stated to have confessed

to the murder as well as to other crimes committed in

China. Liang Tou was born in the New Territories and has

resided there since his birth.

Application for his surrender as

a British subject being a fugitive offender was made
